The Report Card of NaMo


Now that Gujarat Chief Minister Narendra Modi is being officially crowned as BJP’s PM candidate, it is now time for the Indian voters to take a major decision. Every day I come across innumerable people who support Modi for his so-called development in Gujarat and trust me when I give them rationale reasons which clears the myth, I do see a shift of ideologies. But as the great saying says, you can never defeat an ignorant person in an argument and so some people will never buy your arguments, howsoever factual it might be. What he did in 2002 is something which is for me unquestionably a brutal and heinous crime, but for the time being even if we keep the communal card aside, there are plentiful to talk about. So I decided to make a report card of Modi as the Chief Minister of Gujarat over the years and burst the myth for everyone.

 First, about the rate of economic growth, during 1995-2000 and 2001-10, Gujarat increased its annual rate of growth from 8.01% to 8.68%. But so is the case with other major states such as Andhra Pradesh, Haryana, Maharashtra, Punjab, Tamil Nadu and Uttar Pradesh. In fact, Gujarat was ranked second after Rajasthan (8.34%) in the first period and third after Uttarakhand (11.81%) and Haryana (8.95%) in the second period. What is remarkable, Bihar and Orissa, the two most backward and poverty-stricken states have also shown growth pick up from 4.70% and 4.42% in the first period to 8.02% and 8.13% in the second period. Even smaller states like Sikkim and Arunachal Pradesh have registered growth of 11.01% and 8.96%, respectively.

During 2001-04, the rate of industrial growth for Gujarat was 3.95%, and during 2005-09, it was 12.65%. In isolation, this appears to be a phenomenal jump, but not so when compared to some other states. During these sub-periods, industrial growth for Orissa was 6.4% and 17.53%; for Chhattisgarh 8.10% and 13.3%; and for Uttarakhand 18.84% and 11.63%. Thus, the hitherto industrially backward states have far surpassed Gujarat. In FDI, too, Gujarat has not been a leading state. During 2006-10, Gujarat signed MoUs worth Rs 5.35 lakh crore with potential of 6.47 lakh jobs. But Maharashtra and Tamil Nadu with Rs 4.20 lakh crore and Rs 1.63 lakh crore worth MoUs, expect about 8.63 lakh and 13.09 lakh jobs. To top it all, Chhattisgarh and Orissa have signed MoUs worth Rs 3.61 lakh crore and Rs 2.99 lakh crore more than Gujarat without much fanfare and Modi’s much-hyped industrial summits.

In the area of credit-deposit ratio, Gujarat is far behind other major states. In 2010, Gujarat’s share in total deposits of the scheduled commercial banks was 4.70%, as against 5.42%, 6.20%, 6.34% and 26.60% for Andhra Pradesh, Tamil Nadu, Karnataka and Maharashtra, respectively. The share of Gujarat in total credit disbursed by these commercial banks was 4.22%; while the same for Maharashtra, Karnataka and Tami Nadu was 29.75%, 6.71% and 9.61% respectively. The amount of per capita deposit and per capita credit for Gujarat was Rs 37,174 and Rs 24,268; while for Tamil Nadu, it was Rs 42,580 and Rs 47,964; Karnataka Rs 49,598 and Rs 38,154; and Maharashtra Rs 1,10,183 and Rs 89,575. Even Kerala did better than Gujarat with Rs 43,890 and Rs 27,912.  In terms of per capita income (PCI), in 2011, Gujarat ranked sixth among major states with PCI of Rs 63,996, after Haryana (Rs 92,327), Maharashtra, (Rs 83,471), Punjab (Rs 67,473), Tamil Nadu (Rs 72,993) and Uttarakhand (Rs 68,292).

What about inclusive growth in Gujarat? Though Gujarat, with 31.8% people below the poverty line did better than Maharashtra and Karnataka, it still lagged behind Kerala, Punjab, Himachal Pradesh and Haryana, where poverty levels were 19.7%, 20.9%, 22.9% and 24.1%, respectively. On three important social indicators, viz life expectancy at birth (LEB), mean years of schooling (MYS) and school life expectancy (SLE), Gujarat is far behind some other states. In Gujarat, the LEB during 2002-06 was 64.1 years and it ranked ninth among major Indian states. In the areas of MYS and SLE, during 2004-05, it ranked seventh and ninth, respectively. Kerala ranked first in all three indicators. Even Maharashtra, Himachal Pradesh, Punjab, Haryana, Tamil Nadu and Karnataka performed much better than Gujarat.

With respect to Human Development Index (HDI), Gujarat’s story is devastating. The HDI for Gujarat, in 2008, was 0.527 and it ranked 10th among major states. Kerala stood first (HDI: 0.790), Himachal Pradesh scored 0.652, Punjab 0.605, Maharashtra 0.572 and Haryana 0.552. With respect to three HDI components – income, health and education – Gujarat does not present a shining story. In this respect, states like Kerala took the lead in every sector, while Punjab, Himachal Pradesh, Haryana, Maharashtra, Tamil Nadu and West Bengal did better than Gujarat. It is found that inequality with respect to income, education and health is higher in Gujarat than some of the major states.

Paradoxically, employment has not kept pace with the spurt in economic growth. NSSO data show that growth in employment has dropped to almost zero in the past 12 years. Rural Gujarat has been particularly hit despite the fact that there has been an increase in growth in the rural sector. The average wages (for jobs other than those under the Mahatma Gandhi National Rural Employment Guarantee Scheme) are also very poor, putting Gujarat at a low 14th rank among the States. The disparity in wages speaks of exploitation and an increasing use of contract workers. According to NSSO 2011 figures, the average daily wage a labourer in the informal sector in urban areas can expect in Gujarat is Rs.106 against Rs.218 in Kerala (which ranks first). In rural areas, Punjab ranks the highest at Rs.152 a day while Gujarat stands 12th at Rs.83. About 98 per cent of the women workers and about 89 per cent of the male workers in the State are engaged in informal work (against the corresponding national figures of 96 per cent and 90 per cent).

According to statistics from a report of the Ministry of Statistics and Programme Implementation, “Children in India, 2012—A Statistical Appraisal”, between 40 and 50 per cent of children in Gujarat are underweight, which bursts one more myth in Gujarat’s story of growth. Other States in this low weight category are Meghalaya, Chhattisgarh, Uttar Pradesh and Odisha. Human Development Report 2011 said around half of Gujarat’s children were malnourished. Infant mortality, one of the basic indicators of the success of a government, is high in Gujarat, which ranks 11th countrywide in the rate of decline of infant mortality. According to “Children in India, 2012”, the infant mortality rate in Gujarat was still high, with 44 fatalities of infants per 1,000 live births. And with fewer health care facilities in rural areas, it is no surprise that the Scheduled Castes and the Scheduled Tribes, both of whom are kept at the bottom of the social ladder, have a higher mortality rate.

In its 2012 State-wise report, the United Nation’s Children’s Fund (UNICEF) said, “Almost every second child in Gujarat under the age of five years is undernourished and three out of four are anaemic. Infant and maternal mortality rates have reduced very slowly in the last decade…. One mother in three in Gujarat struggles with acute under-nutrition….” The issue of children’s health is further compounded by the continuance of child marriage. Gujarat ranks fourth in reported cases of child marriage. Shockingly, in terms of hunger – as revealed by the ‘State Hunger Index 2008’ – Gujarat ranked 13th among 17 big states and worse than Orissa. In Gujarat, the percentage of women suffering from anaemia has risen from 46.3% in 1999 to 55.5% in 2004, and amongst children from 74.5% to 80.1%. The conditions of dalits and women have deteriorated during the last decade; while those of Muslims and tribals are still worse.

Education also seems to be low on priority when it comes to government spending. The Bharatiya Janata Party’s (BJP) election manifesto claims to have achieved 100 per cent enrolment in primary schools and reduced the overall dropout rate by 2 per cent. United Nations Development Programme (UNDP) statistics show that Gujarat ranks 18th when it comes to success in keeping children in schools. The school life expectancy of children in Kerala (which ranks first) is 11.33 years, while that of children in Gujarat is 8.79 years. The State also ranks seventh among 15 major States in terms of literacy rates.

According to Census 2011, 43 per cent of the rural households in Gujarat get water supply on their premises and 16.7 per cent get treated water from a common tap. In urban households, the corresponding percentages are 84 per cent and 69 per cent. The data show that 67 per cent of rural households in the State have no access to toilets and members of more than 65 per cent of the households defecate in the open, very often polluting common water sources. Waste collection and disposal are matters practically unheard of. The larger issue of the environment is also severely neglected.

Despite the Modi government’s pride in the economic boom brought on by the industrial clusters of south Gujarat, these are actually environmentally dead zones. According to statistics from the Central Pollution Control Board, Ankleshwar and Vapi in Gujarat top the list of 88 severely polluted industrial areas in India. Ankleshwar has a CEPI rating of 88.50 while Vapi’s is 88.09. Of the 88 areas, eight are in Gujarat. Even Dhanbad in Jharkhand, with its intensive coal mining and a longer history of pollution than the Gujarat centres, ranks only 13th on the list.

These were just few facts that I could highlight for you while there are innumerable more things to point out to show the mirage of development that Modi claims of. Certainly no government is perfect and there lies fault in every administration, but the problem lies with the fact that no one else boasts about it so much as Narendra Modi does and now that other than Hindutva, development is also his calling card, we certainly need to introspect about it. In no way is he a crusader of development and not to mention not at all an inclusive leader. I would like to conclude this report card with the international media giant BBC’s headline while announcing Modi’s anointment as BJP’s PM candidate which clears Modi’s international stature. It said ‘Controversial Hindu Nationalist Politician to lead Opposition in Indian Vote’. Do I need to say anything more? It’s time for you to think about it and take a call.

    My friend, the progress percentage of US compared to India will be less.
    Because US is already a developed country.

    Same with Gujrat. It is far ahead of other states.

    Now, coming to other front.
    This is an article from Times Of India (by World bank), which says that the roads of Gujrat are close to International standards.
    This is what the Gujrati tax payer is getting.

    2. To Author.. Can u tell me if Rajasthan, Haryana etc are not part of India? If yes, why are you soo hell bent on comparing them to Gujarat and trying to prove that Guj did not grow? Let's assume that your numbers are correct (i didnt not see any proof though), still Gujarat has done well (I can show you millions such links).

      If there is someone else from other states who think he is good enough to become PM, ask him to come forward.

      As of now, there is only one man credible enough to stand there. Ask congress why don't they name the PM candidate?

      Why should us voters bring to power a party who then hands us a mute dummy PM? We need to know who that person is and if he is better than Modi, we will vote.

    5. Oh well yes it is very much a part of India and that is the very same reason why we're comparing them. And it is not me but your dearest Mr. Modi who keeps comparing Gujarat with other states. And as far as other CMs are concerned, if they wish to compete they will. But if they want to stay in their respective states and improve them, why not? If Mr. Modi is so concerned with Gujarat and going through a ride, let him stay there and improve the conditions first. And please just because I don't agree with him, doesn't make me a paid congress agent. Neither am I scared of anyone.

    7. Surprising that some people are so content with dummy PM and his foreign origin bosses that they have lost their self respect and country's pride. At least I am sure of three things about Mr. Modi:(1) He is unmarried and has no sibilings and Damads to pamper at the cost of the country (2) He is purely Indian so we will make him accountable for any future missdeeds and he may not run away to some foreign home in case of any crisis (3) He does not talk
      about pampering any religious group and create animosity among them. In fact talking of favours does much more damage than actually giving it. Cong. has been talking only about reservations and special benefits for the last 60 years without providing any visible improvements to the plight of those poor and disadvantaged groups. Those of these groups who have come up in life are only through their merit and not through reservations. Please remember that Dr. Ambedekar is a product of time when there was no reservation. Please dont start quoting statistical data. I know how they are generated and made to suit the narrow vested interests.

    1. Scams certainly shouldn't be supported. But by that logic the CAG in its latest report pointed out that there are as much as Rs. 60,000 crores worth scams in Gujarat. And Mr. Modi is even not letting a Lokyakuta take over. Why? What is he scared of?

      And as far as our borders are concerned, diplomacy is the only way out. For the BJP and NaMo serious action means a war wherein thousands of more soldiers would be killed, wives would be widowed, kids orphaned. Do you want that to happen?

      Its very easy to stand on a pedestral and point out at others. But when it comes to such serious issues, there is a lot that needs to be introspected. Remember, with power comes great responsibility.

  6. Bishal paul, lets take whatever u said is truth. y can't u write progress report of UPA, MMS, sonia and of course our great secular leader Budhu. Modi is really making money for himself (as u mentioned him as corrupted). if yes how much money did he made. if really 60,000 crores worth of scams happened in Gujarat, i don't think so media is so silent about that issue.
    diplomacy is the only way out? every day our soldiers sacrificing their lives at border. we no need go for war. but we must strengthen borders. we must give moral strength to our soldiers.
    i have Gujarati friends in my lab, they are very happy in Gujarat with all basic facilities like 24 hours power, good drinking water and better transportation facilities.
    let me tell u one more thing i am from Andhara, i better know how my state is (ruling by congress)

If he becomes PM( chances of which are very very low) then no one can save this country from destruction and divisive power that we had seen during partition.   13. Not done Bishal... We know u aren't a Modi supporter. But at least don't be oblivious of the corruption scams and wrong deeds of the UPA govt. I don't see any report from you on them.. For you the scams happening is nothing. The threat to our national security is nothing. You are so concerned about the economy of gujrat. The economy of India is at one of its worst positions. The value of rupee has been depreciating at an alarming rate. Development in fields of education, infrastructure, agriculture, etc are stagnated. Yet I don't see a single article of yours on these issues. You, being a student, should be disappointed for the abysmal performance of Indian universities at the global level, all because of the wrong policies of the state towards edu. Yet all we see is you giving a report card of "Modi's Development". WAKE UP BISHAL! There's a lot happening outside gujrat and modi..

That is because Modi supporters know it that the moment Indian voters get aware of the truth, they'll be exposed. May be whatever you wrote is true and based on facts, but this still does not change the fact that there were numerous scams under congress rule and the development of the country has a whole is tumbling down. The prices of vegetables and other necessary commodities have gone way way up and we are stuck with a dumb PM who cannot speak without "madamji's" permission.

      I would definitely want to know how Modi would perform if given a chance, because we have been giving Congress lots of chances in the last 65+ years.

    Not that I want to comment on your article because I am Modi fan or critic, but I ask you one simple thing. What do you think about your tunch maal Digvijaya singh who has tweeted your link? Did he searched that over internet? Or did you mail him? Whatever be the case, You know, all these facts,numbers and all the things you have mentioned "with substantial proofs", hold no meaning to the people who hear daily debates. they have been cited numerous times, in fact more than our ears can tolerate. Anyways, Lets consider all you said is true, Do you feel that the hardline media, which has so many critics (which is good for anybody to know their shortcomings), will not plan any prime debate based on these facts? Modi speaks a lot..trust me a lot.. He says thousand words.. may be some figures go overboard (Like the china one you mentioned).. Even the most skilled bowler sometimes throw wide and no balls.. His job is to speak, he is doing that, there are no balls sometimes.   17. 1. Would you please share the data sources of the claims made in your article above, each claim please.
    2. Most of your data points point out to years 2004/2005. Have you chosen these years according to your suitability or convenience? If not, please update to latest available indicators.
    3. Interestingly, most of your claims compare apples to oranges viz: BJP claims about 100% primary school enrollment and you counter it with some UNDP report on continuity of eductaion.
    4. 3 basic needs of a citizen would be security, infrastructure and earning opportunity within the given social structure he/she resides. I need not quote any UN report for these indicators... You will need to live in Gujarat to answer that.
    5. I will be really grateful, if you can show your criticism talent for preparing a similar report card of UPA's decade of decay. You seem to be much better in analyzing state of economy when compared to biggest Corporate leaders and talents like Reliance, Tatas, GM, Maruti, etc etc.. They surely will learn a couple of lessons from you :)

    Finally, How do you know Mr. Digvijay Singh? curious since someone from congress party is sharing a blogspot (UK?) link for propaganda. Did you meet him before writing this or was this article a result of brief given by Mr. Singh or his stooges in Congress?

    I'm just a curious Indian citizen and voter who will decide objectively on the basis of performance measured through experience of government.

  18. Well, you compared Gujarat on various parameters against different states and it looked like on most of the parameters Gujarat was right up there, in the top 5, while most of the states you compared it against kept rotating. Isn't that in a way a compliment to Narendra Modi?

    I don't know, just saying I heard his speech at Rewari and it appeared that he wasn't talking about starting a war with Pakistan. He certainly spoke of a better and a smarter diplomacy in how we deal with Pakistan and that did sound rationale.

    Anyhow, I am kind of surprised to see the two lines of thought in India. One that is pro Modi and one that is against Modi. For the folks that are against Modi, I would love to hear what leader they support and the thought process behind it. However that is absolutely missing. What are your thoughts?

  21. i agree to what you say. Why expose only the state of gujarat?? Why different yardstick to measure the growth of gujarat? If you really want to do so, why not do the same with states like maharastra(your home state) west bengal, U.P, Bihar or even J.K?? Just because you wan to prove your point dosent mean people are dumb to listen to your crap. If you are so concerned about India, do make a report on UPA last 10 years rule and compare with gujarat.

    Comparision of Gujrat with Haryana and Punjab

    India is a country of diversity. Punjab and Haryana have advantage of Agriculture based economy their land are much more fertile than Gujrat. In term of agricultural produce Punjab and Haryana have climatic advantage over Gujrat. Most of the farmers and rural population in Punjab and Haryana are dependent on agriculture and due to higher productivity their per capita income could be higher than Rural people of Gujrat. So comparing Gujrat with Haryana and Punjab is baseless. Those who compare are seculaar illiterate people.

    Comparison of Chhatisgarh and Uttrakhand with Gujrat.
    IT will be very unfair to compare to compare these two new states with Gujrat. These are very new state and they are still very poor. Though both the states were BJP ruled bt Now Uttrakhand is with congress. When you start constructing your new house there is definitely more chances of growth but as soon as you construct a house your growth level come to stagnation. You might go for a second house when you have surplus money that a very rare case in India. same way Uttrakhand and Chhatishgarh are creating their first home so growth is high. You can see India, China and America for example. India is around 5%, China is at 9%+ and America is slight above of 2% but it doesnt means american have poor life than China and India. America is developed country while India & China is developing. China is devoloping over 8-9% as they donot have corruption, Non performing government issues but we have so many inter issues that why our GDP is hitting low every quarter.

    Comparing Orisa with Gujrat is justified. Orisa is developing fastter way and I am giving credit to Sri Navin patnayak ji and his party.

    Comparing Gujrat with other states like Maharastra, Kerla or Andra is some how justifiable but see it from different agle. See last 10 year report card of Mr. Modi not 60 year report card in which 40 year has been ruled by Congress.

    No more time to write otherwise would love to answer your every point in article. My advice to you. If you writing for Congress then its well justified article but if you writing as journalist or want to be a journalist then change your mindset before writing.

OK first I want to say that the facts are picked up from internet completely so no need to crosscheck on internet but I don't think internet tells you everything true but a person who lives in gujrat will tell you the truth and by the way if congress showing up so many scams in its ruling years can claim of doing Bharat Nirman why can't we believe that gujrat has developed in modi sarkar?
